A short note from the Prez……

  

First of all the tardiness of this newsletter is not the fault of the newsletter editor nor his staff. The delay was due to late confirmation on our meeting location in Lansing area.

 

Elections will be held at this meeting for Vice-President, Treasurer, and one Director. An absentee ballot is located else where in this newsletter.

 

I have to report that Jeff Skurda has resigned as Secretary, so that position is now open.

 

Phil W8IC has cleared up the backlog on out of state request, and has also cleared up the request for link and control frequencies. If you are still waiting please contact Phil @ mail@miarc.com to clear up any loose ends that might be floating around. Dan N8WKM has taken on the 220 requests to clear that backlog up. The only backlog we have is on 2M & 440. Hopefully I will have a report for the September meeting on what action that is to be taken.

 

Please send your dues direct to Kelly Karpp direct to the Oscoda P.O. Box. If you send it to the general mail P.O. Box in Mt. Clemens, this will only delay the process.

 

Remember, TDS’s are due yearly, but can go up to two years. Please help keep your information current in our Data Base.

 

The December meeting will be on the eastside of the state, no location at this time has been set.  If you would like to host the meeting, please contact me ASAP.

Database Managers Notes……..

 

During the month of June we had some mail problems but to the best of my knowledge, those problems have been resolved.  No TDS or regular
emails to MARC were lost to the best of my knowledge.  I have had a number of conflicts that have kept me from processing renewal TDS forms, not the least of which was a new grandson, and spending more time at work due to project deadlines.  I have been able to keep up with MARC incoming email, responses and archiving, but that is about all.  Things are starting to get back to normal and I should catch up on my renewal TDS backlog within the next month, with a bit of luck.  I will also be updating the repeater
directory as I get closer to catching up.

On the coordination front there has been activity on 220 and link frequencies thanks to the efforts of Dan, N8WKM and Phil, W8IC.  However, progress on the 440 coordination backlog has been virtually non-existent for the past year. Our 2 meter and 440 coordinator,  Kelly, KB8RWG, has made many valuable contributions to MARC over several years.  I can understand the demands of family and job responsibilities taking precedence over MARC support activities.  We all serve as volunteers to this organization and frankly MARC takes a lot of personal time.  But Kelly has not helped matters by failing to ask for help, or for a replacement to take over his coordination tasks.  As a result, I will be requesting Dennis, W8DFG take steps to find a new coordinator for 440mHz, 144mHz and 52mHz.

As always, thanks to those trustee's that keep their information updated by submitting their renewal TDS forms and modification requests.

902 MHz coordinations using the newly adopted bandplan are nearly completed. Other states are beginning to consider changes to their bandplans

Minutes, June Meeting

Hudsonville, MI

 

Minutes from MARC Meeting June 4, 2005   IRA Swap, Hudsonville, MI Meeting called to order by President Dennis Gaboury W8DFG at 1:10 PM.

 

A Quorum was present. Vice-President Bruce Winchell, Treasurer Kelly Karpp , Secretary Jeff Skurda absent.

 

Dennis W8DFG  read the minutes from the March meeting. A motion was made Dan N8WKM and seconded by Dave WD8 DJB that the Minutes from the March meeting be approved as printed in the Newsletter, motion passed.

 

Dennis W8DFG read the treasurer’s report, a motion was made by Walt WD8RCN to accept the report, seconded by Ron W8YUC, no discussion, motion passed.

 

Old Business:

 

The Band Plan for 900 MHZ was brought to the floor as printed in the newsletter, vote was taken after discussion, motion passed to accept.

 

Dave WD8DJB reported on activity of the Database.

 

The question was brought up concerning the backlog MARC has with coordination request. Dennis W8DFG explained the problem goes back as far as December 1999. Their had been no new coordination’s for about a year and a half. Dave took over the renewals as Database Manager to relieve that load. At this point in time Kelly volunteered to take over 440 and 2M

 

We were getting behind in the Out of State request, which have to be responded to in thirty days, Phil W8IC stepped up to take over the position of responding to these request. Dan N8WKM volunteered to help wit 220. Dennis was to contact Kelly to find out where he was at with 440 and 2M.

 

New Business:

 

Phil, assistant coordinator for link and control frequency, provided written reports for members to review. Phil read the proposed changes for the 440 Band Plan to be placed under the DOG.

 

Proposal using the DOG, Developmental Operational Guidelines, to change the MARC 70 cm band plan for reserving frequencies for Fm simplex, digital voice and packet.

Article I

B. Purpose:

1. Coordinate the allocation of frequencies for use by repeaters in the Lower Peninsula of the State of Michigan, and coordinate control and link frequencies where requested.

Also to change the Standards to reflect the above changes.

MARC Standards

II. Band Plans.

All band plans shall be in accordance with the ARRL recommended band Plans as listed in the ARRL Repeater Directory, 1989-90 edition, except as noted below. Non-standard pairs or offsets will not be coordinated.

420 MHz Band

The following frequency pairs are to be utilized for repeater

coordination's. All offsets will be 5 MHz. The division of the band

segment will be in 25 KHz increments.

Inputs Outputs Use

447.000 - 449.975 442.000 - 444.975 Voice

The following frequencies are to be allocated to voice and control

links. Reserved packet and simplex frequencies are also indicated. The

division of these band segments will be in 25 KHz increments. Transmitter power output is limited to 10 watts for link transmitters.

420.00 - 426.00 ATV Repeater / Simplex / Control Links

(One Way Links and Control Stations) as follows:

MARC Standards

I. Coordination Standards.

A.

  6.The Coordinator will use the location of transmitter, antenna

elevation, beam direction, ERP, polarization, terrain and adjacent

channel use to determine the distance between One Way Link transmitters. 

Repeater type spacing is not required.

   7. The Coordinator will use the protected radius of the repeater to

determine Control co channel assignments. (minimum 25 Miles) Example:

Regional 55 mile protection and District 40 Miles - distance between

assignments are 95 Miles.  Two SNPR Controls would be 50 Miles. 

Adjacent channel will not be considered unless interference is encountered.

Repeater type spacing is not required. Repeaters with

more than one site (transmitter and links) should use one control frequency for their complete system if possible.

After the reading Phil made a motion that this 440 Band Plan as resolution 6 & 7 be placed under the DOG for two years. Seconded by Dan, after discussion vote was called for, motion passed.

Jim WB8AZP, trustee of 146.680 Livingston County, requested TDS information on their repeater due to new trustee and sponsor.

 

Discussion followed on the de-coordination of paper repeaters. Jim WB8AZP volunteered to provide MARC with the procedure that Ohio uses for de-coordinating such repeaters.

 

Walt made a motion to adjourn the meeting, seconded by Phil, motion carried. Meeting closed at 2:15 PM. Next meeting on Sept. 11 in Lansing.
