A short note from the Prez……….. 

Greetings one and all. First of all, I would like to address the situation concerning the TDS’s. Many of you have sent in TDS’s that were ether renewals or changes to your repeaters. Many of you have also noticed that on the Website that you might be in the Red, showing that your TDS is due. This is not the case. The program for that portion of the Website automatically changes the site if the Database Manager does not update it.

The reason for the delay stems back to last year. The last six months we were without a Coordinator. At the December, 2000 meeting, Wallace Murray agreed to fill the position. He was already behind due to nothing being done prior to him taking over. Now comes the New Year, and all the renewals, let alone the out of state request, and he still is trying to get out of the hole. So please be patient until he gets caught up. 

The September meeting will be our Annual meeting in Lansing, at the Lansing - Lions of Michigan State Office on the 9th, due to the Labor Day weekend being the first weekend. At this meeting, there will be elections for the office of Vice-President, Treasurer, and a Director position. Elsewhere in the newsletter, you will find a ballot that you may use if you are unable to attend the meeting. This ballot must reach the P.O. Box no later then Saturday the 8th in order to counted. Please mark BALLOT on the envelope. Nominations will be opened at the meeting preceding the election.  

Just a reminder the December will be held in Oakland County at the EOC office on the 2nd. Directions will be in the newsletter, or log on to MARC’s website.

Database Manager / Webmaster’s Corner

 

The MARC database has been updated with 39 renewal TDS in addition to the regular activity of recording dues, email, and address and phone number changes.

 

I produced an update of the web site Repeater Directory and the Officers, Meetings and Newsletter pages.

 

The latest Repeater Directory shows that roughly half the 404 repeaters listed have an Annual Renewal Update TDS due. If you have submitted a renewal TDS that has not been processed and posted to the database your entry on the website will show red. The source of the repeater directory is the database, and it is built by a program that checks to see if the last TDS on record is two or more years old. Once your TDS has been processed the database and the repeater directory will be updated and you will be back “in the black”.     

 

As of July 26 a backlog in TDS’s remains, but your frequency coordinator and I are  making progress.

Paper TDS Submissions in processing: I requested information from Wallace but did not get a response in time for the newsletter.

 

For those members that will be submitting Paper and Website TDS forms:

Please fill out your forms completely.  Accurate, complete and legible TDS forms make the process of updates go faster.  Remember you may only have a few TDS’s to submit but your frequency coordinator and I have hundreds to process in the course of a year.  The review, recording and filing procedures we follow are strictly a manual effort, that when combined can easily consume an hour per TDS.  So be kind to us guys in the trenches.

MARC Treasurer’s Report 

If you want your vote to count in the September election, you must be a paid-up member of MARC. Dues are paid for the calendar year. Funds received during 2001 will apply for membership during this year. If you want to pre-pay your dues for future years, then please mark the form accordingly. 

On a secondary note, due to other commitments, I will not be a candidate for any MARC Board position this year. I have enjoyed serving on the board and found it to be a very interesting and educational experience. I want to thank everyone for this opportunity.  

MARC is continuing to move in the right direction and under its present board makeup will grow and be a significant presence for all repeater owners and operators. The support of everyone goes a long way to insure this action.

FCC Says, “Tend to Your Coordination!”

Radio Amateurs may lose their co ordinations for failure to update. Recently, in the Seattle, Washington area, the coordination of a still-operating repeater was revoked for failure to update and a new repeater was coordinated on the same frequency. The FCC Field Office was consulted and after the FO checked with FCC Headquarters, they stated that the failure of the original coordination holder to “tend his coordination” means that the now uncoordinated repeater owner is responsible for resolving any resulting interference problems. (read “take it off the air” …ed) 

If you change your location or operating parameters, you must recoordinate (if possible) to maintain a valid coordination. The FCC has taken action regarding an uncoordinated repeater in New York. In this case the repeater was once coordinated but changed location thereby invalidating its coordination. Regarding this situation, Riley Hollingsworth of the FCC wrote: “Section 97.205 of the commission’s rules states that where there is interference between a coordinated repeater and an uncoordinated repeater, ‘the licensee of the uncoordinated repeater has primary responsibility to resolve the interference.’”

Minutes for MARC INC. Meeting of June 2, 2001

 

The Quarterly Meeting of MARC INC. was called to order By President Dennis Gaboury at 1 pm at the Hudsonville Fairgrounds.

 

The following board members were present, President Dennis Gaboury W8DFG, Director Ron Gordon W8YUC, Database Manager Dave Johnson WD8DJB, newly appointed Vice President Jim Maike KB8IFE, and Secretary Ron Huber N8JAZ. Thirty Hams were present.

 

The minutes from the March meeting in Bay City were read by N8JAZ.Included in those minutes was proposed bylaw change of eliminating the $4 coordination fee by Treasurer Joel Goldberg W8HIU.  A motion to accept as read was made by Director Gordon W8YUC and supported by W8IC and the motion carried.

President Gaboury in absence of Treasurer Goldberg read the Treasurer’s Report.

It was reported that the balance in savings was $3,478.69 and in checking $880.00.

 

Old Business 

Jim Maike KB8IFE has been appointed as Vice President. The proposed change in the bylaws regarding the elimination of the coordination fee was read by N8JAZ.

 

New Business

A request from Data Base Manager Dave Johnson WD8DJB that all T.D.S. be filled out correctly and double-checked for accuracy.

 

Elections will be held at the Lansing meeting on September 9, 2001. The following offices are up for election Vice President, Treasurer (Joel is not running), and one director. All nominations should be sent to Secretary Ron Huber N8JAZ before August 1 to be in the newsletter.

 

 Our Bylaws are available on the web site. The Bylaws Committee is working on 

standards and the survey results.

 

The September 9th meeting will probably be held the fire station in Lansing. The December meeting will be held at Oakland E.O.C.

 

The meetings for 2002: March Saginaw, June Grand Rapids, September Lansing, and December location is open.

INSTRUCTIONS FOR TDS

 

This form explains how to fill out the MARC TDS form. It does not cover every box/line. This is to be filed only by a licensed amateur radio operator. The person filling out this form should be the Trustee of the repeater; the trustee normally is the control operator and has sole responsibility for all correspondence with the MARC.

This form must be complete and all appropriate boxes checked.

 

ACTION REQUESTED:

I Check New Coordination for a frequency not currently assigned to you or when requesting an additional link frequency, to change location, ERP, antenna height, or any other operation that will change the technical parameters of the system. Explain the modification desired in the Comments area.

2. Check Modify Existing Coordination for a change in call sign, Trustee, access mode or system features.

3. Check Renewal Update when making the required two-year update of the MARC inc. files

2. Note Location of Receiver if different from the transmitter location,

Coordinates provide the Latitude and Longitude to nearest second. (Required) Entries with double zeros in the seconds position are not acceptable. The AMSL and COORDINATES are derived from a USGS 7 2 minute quadrangle map or GPS device.

Exact Location: this is the address where the repeater is located.

 

ANTENNA & POWER INFORMATION: Please note the Power to Antenna does not refer to transmit power out of the transmitter, but to the actual power that reaches the feed point of the antenna, there are significant power losses in duplexers

 

TRUSTEE INFORMATION: Enter name and call sign of individual in control of the repeater.
